Help, Can connect to shared computers by IP, but not PC Name

I am setting up a small network of 15 PC's, 6 Mac's, and 1 Unix Machine and
have run into an issue on MY laptop. I am behind a ISP controlled router and
use static IP addresses and DNS. I have reset ALL of the PC's (XP Home, XP
Pro, 98, & Vista) to only use TCP/IP. When doing this only my laptop lost
connectivity to the network when I removed NWLink Protocol from all the
computers. I am connecting from my LAN card and have dissabled both the
wireless and 1394 Connection. I have read all the websites, made sure my
windows firewall has the file sharing exception, ensured the computer browser
is started, enabled and disabled a guest account, checked restrictanonymous
is set to 0, ensured the IP & DNS addresses were right, and I got the
computer to log into shared computers (Mac & PC's) by their IP address. I
don't want to manually force a computername to a IP address because this is a
laptop and I want to use it on multiple networks. Can anyone help me make XP
figure out that \\ACER is the same as \\192.168.100.01?

Make sure that NetBIOS Over TCP/IP is enabled on your laptop:

1. Open the Network Connections folder.
2. Right click the local area network connection.
3. Click Properties.
4. Click Internet Protocol (TCP/IP).
5. Click Properties.
6. Click Advanced.
7. Click WINS.
8. Click the Enable NetBIOS Over TCP/IP button.

What anti-virus / anti-malware protection do you use? Check for anti-worm
protection, that may be bundled, and can't be disabled as easily.

I exited out of webroot and then enabled NetBios (this should be enabled by
default because my IP is static. No change. I did notice that if I go to My
Network>Entire Network>Microsoft Windows Network>myworkgroup I can see all
the computers names, but when I click on one it says "Network Path was not
found"

Being able to see the computers says that you don't have a browser conflict.

If you click on a computer name and get "Network Path was not found", you have a
name resolution problem. Look at name resolution settings.

And look again for a personal firewall, blocking NetBT traffic (SMBs).
