help,blue box,padlock and key

I'm writing this for my brother who doesn't know how to access newsgroups so
I hope that someone here can make sense of this as I'm getting it second
hand.

He tells me that suddenly, shortly after something having to do with
internet options, a blue box appears with a padlock and key ,that asks "is
it OK to run script" or something similar.
He say's this box pops up twice whenever he opens up any type of page or
goes from one site to another.

Anyone with any knowledge or suggestions on what I might suggest that he do?
I would greatly appreciate the help.
Does this sound familiar to anyone and if so,what should I recommend that I
have him do?
His computer runs Windows XP while I have 98 as I've never seen anything
like it.

Any help or suggestions would be greatly appreciated
