'Help and Support' Window won't open.

I have operated with Windows XP Home since it was issued
last year and I just performed a clean re-install of it
to clean up my hard drive. I then performed Windows
Update, and down loaded all (40 plus)Critical Updates. To
save me from going through all the Recommended Updates, I
simply installed them all. After this, I installed some
utility software and my backup data files.
I then tried to open the 'Help and Support' window from
the Start menu. The window didn't open. The PC has been
rebooted several times and I still can't get the Help and
Support window to open. I have also tried to open it
through the Control Panel window, without success. The
Help and Support window function did operate properly
prior to the Windows XP re-install. I haven't noticed any
other problem so far. I can't find anything about this
situation on the Microsoft support search. Can anyone
help? If I have to repair the installation, how should I
do this without disturbing the already installed updates,
software, and data. Thanks.

See Doug's link below, then click on XP-FIXES, and then the link that
covers your problem.

I tryed "Doug's" suggestion from his site. When I tryed
to load the file my Norton Anti-Virus(2004) warned of
malicious code in the download. I still allowed the
process to proceed. It didn't fix the situation. 'Help
and Support' still doesn't open.
I found on another forum the suggestion of going to
C:\WINDOWS\inf\pchealth.inf, right clicking, and
selecting install. Then installing from the Windows XP
CD. I did that, however, after it seemed to install the
the file that was to be re-installed, it gave me a
message say I needed additional files on the Windows XP
SP1 CD. I don't have the SP1 CD. As far as I
understand, I download the SP1 from the Microsoft Update
site.

Again I'm asking if anyone can help me get the 'Help and
Support' feature on Windows XP to operate.
