Help and Support not working!!

I'm having trouble getting Help and Support to work. When I click on the
icon for it the point changes to the little sand timer for a few seconds
then back but nothing happens. I've tried looking for solutions on the
internet and have found the following to be of no use.

The FixWinXPHelp program which this site lets you download told me it
couldn't fix my problem.
http://www.kellys-korner-xp.com/top10faqs2.htm - This one looked quite
promising but after trying all the suggestions at this site I still can't
get Help and Support back.

I've been trying to fix this problem for over a month and would appreciate
any help I can get. I've got a few other problems with my system but this
one is at the top of my list. Oh and this seems to effect any
Troubleshooting buttons in other programmes as well. System restore does not
work either, after discovering that Help and Support no longer worked one of
the first things I tried was to restore to an earlier set up. Only to find
that all my restore points no longer worked! I think reinstalling Help and
Support would be the go but from memory one of the sites I look at tried to
help me do this with no success.

Hi Mike,

Did you make an image of the operating system, while it was working? If
you did, back up your My Documents folder, Favorites, E-mails, Address Book
and odd Data files for programs that don't use My Documents folder to store
Data. Then restore the image and restore the Backups just made.

if your help files were not removed by a cleaning software you can go to
start > run > helpctr.exe

If none is found then windows can repair itself if you have the setup cd.
you can either boot from it or run it from the file explorer via desktop and
do :

setup > new install > repair current installation.
