"Help and Support" and "Restore Point UI" do not open.

I've had some problems, after a power failure, during a software installation
on XP Pro.

The result is that both "Help and Support" and "Restore Point UI" utilities
do not open. (The former runs with a blank scree, the latter does run at
all.) Thankfully, I created a restore point (and I presume that this backs up
the registry too) but NOW I cannot go back to restore to that restore point.

How can I get my "Help and Support" and "Restore Point UI" utilities working
again?

I did an sfc check and all seems OK.

Any help would be REALLY appreciated :-(

It seems I will have to do a "repair install".

Can someone point me to the places wher I can get information on the backup
and recovery steps to do before and after the process.

I do know how to do a repair install; I just mean the stuff you have to do
to so as not to have to re-install all one's apps and config stuff !
