Help and Support not working b/c system service not running?

I relative asked me why this message is occurring (along with no
access to Help). It is XP Home SP2, and this problem has never
occurred before. Nothing new was done, no new software installed.
Any ideas?

Try this:

Start button > Run

Enter:

services.msc

Scroll through the list of services and find 'Help & Support'.
Right click it and select Properties.
By default the Startup type should be set to Automatic.

If it's set to Disabled or Manual then change it to Automatic.
Use the Start button to then start the service - alternatively just
reboot the PC.
