Service named "Help and Support" not running?

Help.
I am clicking on "Help" while in window exploring contents of a cd loaded in
computer.
I was trying to find out how to change what program opens files with a
particular extension. (i.e. I don't want Mozilla to open my .jpg files).
Error message I am receiving is:
"Windows cannot open Help and Support because a system service is not
running. To fix this problem, start the service named "Help and Support".
I have never seen this before and would greatly appreciate any suggestions
(on either question actually!)

You can check and if needed start this service by doing the following:
Start/Administrative tools/Services then scroll down to the service named
Help and Support.
It should have a Status of 'Started' and a Start Type of 'Automatic'.
If not then click on the service name and in the upper left click on 'Start
the service'.
If the start type is not automatic you can change it by right clicking,
select Properties and in the General tab change the entry in the Start Type
field.

1. Within Windows Explorer, go to Tools/Folder Options/File Types. Scroll
down to .jpg and change it there.
2. Start/Run: services.msc -- Scroll down to Help and Support, Start the
service.
