Missing Help And Support Service

When trying to run MSINFO32 I receive an error stating that the Help and
Support service is not running. However, I can't find a service listed with
this name.

You must not have looked in the correct place.

From the "Classic" view of the Control Panel, click on Administrative
Tools, then on Services.

It's in there.
