Hebrew language keyboard

A friend used to have the ability to show an onscreen Hebrew language
keyboard. One of here kids introduced a virus by mistake to her PC. I was
able to reinstall Windows XP Professional SP 2, but the option to change
keyboard layout is no longer available.
I tried searched the KB but could not find any information on downloading
the drivers or how to install this option.
Please reply with directions.
