Heading Margins

The header and text on a few pages of a report I am writing appear unusually
low. When I adjust the margins, I am obviously not adjusting correctly. Also,
my margins are appearing as "points" as opposed to the usual ruler that I am
used to. Any ideas on possible solutions?
