HCT11.2 - Universal Device HCT fails for "System" Class driver

I trying to get a driver to pass the Universal Device HCT test. The tests that use PMTE.EXE fail because PMTE.EXE reports that it cannot "find" the device.

If I simply change the class in the .inf file, all the tests run and pass. I have tried it on other "system" class devices, and it fails as well. Is there something I am doing wrong? Or is this expected?
