Universal category with HCT - no devices required to be sent ?

Does anyone know if the Universal category (submission with HCT)
requires devices to be sent to Microsoft for testing ? (used to be
that 2 devices were required with the HCT submission upload )

I have not seen a device sent to Microsoft for any category lately by a
number of customers. Nowadays self test is the rule not the exception.
