Have to refresh to get new information

When I get to a message board or something similar, I
have to press refresh to get the new entries. Before I
cleared cookies and files the entries would appear on
their own when I would go to the sites. Now I have to
refresh as soon as I get to the site, how can I fix this
problem?
 
Look at this setting.

"Tools, Internet Options/Security/Custom Levels" "Allow META Refresh" must
be Enabled
