HAS NOT PASSED WINDOWS LOGO TEST

Problem:
Hello, I am running windows XP home and when I try to open Internet explorer I get "no page to display". I have not been able to correct the problem, I think it is something missing in the registry. I downloaded and attempted to reinstall IE 6.0 SP1 but I keep getting the error that the software has not passed the windows logo test.

I have read many post on here and on Microsofts website. I have tried uninstaling the security patch 823559, renaming the catrot2 folder, reregistered the .dll they suggested, Corrected the Cryptographic Service. No matter what I do I still get the error when I try to install IE 6.0 SP1. Does anyone have any other suggestions or know what else could be causing this. Is there anyway to fix this without do a restore of my PC. I do not have a winxp disc, just the factory HP restore discs.

Any help would be greatly appreciated. Thanks

When you try to install a package from the Windows Update Web site you receive a
message stating that the software has not passed Windows logo testing and will
not be installed..- WinXP
