hardware wizard stuck

Im trying to install an external harddrive to a laptop, i left it for a about
30 minutes but nothing happened so i went into the add new hardware wizard it
says it is in the middle of an installation and i will have to wait so i
unplugged the usb and waited and nothing happened. I tried the wizard again
and it said the same thing but im not installing anything else. Is there a
way to stop it installing this whatever it is?? I do not have any usb
devices connected.

Reinstall the USB Root Hub device drivers.
Go to Start/Run, and type DEVMGMT.MSC , highlight the USB Root Hub device,
Action menu, "Uninstall", then restart Windows, to find the device drivers
again automatically.
