my question is do i need to switch off the computers, monitor or both
before switching?

No. What you are looking at is called a "KVM switch" - Keyboard Video
Monitor. I don't know how much the one you're looking at on eBay costs,
but new ones are easily available from computer stores. I have several
Belkin Omni switches which are good ones. Once you have your keyboard,
mouse, monitor (and optionally speakers) plugged into the KVM, all you
need to do is flick a switch or button when you want to change from one
computer's display to another one's.

NO! But ou would be better off with a keyboard, video, mouse (KVM) switch.
You could then use one mouce, one jeyboard and one monitor for more than one
PC. This box on eBay only allows you to share the monitor. You wwould then
nedd 2 mice and 2 keyboards.

MicroCenter has two-port-PS2 style KVM switches (with call cables) for
$29 in Ohio. I bet you can find the same anywhere in the country.
