Hard drive reads as Raw

I re-installed Win XP onto my system. Before I started, I transferred
documents and files onto my secondary drive. I turned the system off,
unplugged my second drive and booted up my first cd rom and formatted and
re-installed my OS. When I re-installed my second HD after the installation,
it was read by Windows as a drive, but as a RAW format. It won't even try to
read the drive, just give me a 'format Hard drive" screen. What can I do to
get Windows to read it in the proper format and allow me to acces it again
