Group Policy in XP

I log on as local admin, open gpedit.msc and goto Local Computer Policy, User
Configuration, Administrative Templates, Start Menu and Taskbar and Enable
"Remove Run menu from Start Menu", but it only applies to my admin logon and
not the Guest account. Is there a way to not affect the admin logon but just
the Guest account. TIA

You should disable the guest account as a matter of course. Why do you need
it?

I am setting up a machine that simply has to serve as a web browser for our
workers. This way, they don't join a domain and have minimal privelages.
