Group policy in windows2003

Hi,

I have recently started working in group policy but not able to use it even
after refering so many white paper.

I wanted to set a policy of that account lookout may get locked after set
number of attempts .

I did the same in security policies=> account policies= password policies.
ad set account to be locked out at 3 wrong attempts.
But am unsuccessful.
Can some one help me and tell where is that i am missing.

Password settings can only be set at the DOMAIN level. Make sure that the
GPO is linked to the DOMAIN level.
