I have read through the docs and searched tech net and could not find a list
of what group policy changes or security templates have been applyed in SP3
in any of these sources.

From manual comparisons of inf files from SP2 and SP3 - it does not look
like there were many changes to the security templates.

However comparing the ADM files from SP2 and SP3 - specifically inetres.adm
there are a lot of differences in here.

I am looking for a list of changes and associated description to the ADM
files.
Performing this task manually is very time consuming.

Yep. Sure is time-consuming. Try posting your question in the Group Policy
newsgroup. Someone there may know if there is a list of changes.

where can i find microsoft.public.windows.group_policy ?

You can find it by using a real newsreader (see below). The MS news server
is msnews.microsoft.com. The newsgroups also have an MS web interface
(really dreadful) plus you can get to it using Google Groups (also
dreadful).

You are using a web interface that leeches Usenet posts and most of the rest
of us are using real newsreaders. We don't see what you do. If you want to
participate in Usenet, the better way is to set up a newsreader. This is
very easy to do and I'll give you information about that below. If you
prefer to use a forum, then here are two excellent ones:

Since you are using a web interface, you may not realize that this is really
a newsgroup. You will get far more out of this resource if you learn to use
a newsreader. There are many good newsreaders for Windows, but you can use
Outlook Express (XP) or Windows Mail (Vista) since you already have it.
