GPO to assign Proxy IP for client

I am running GPO in Win2003 Server to forcec client to user proxy point to
an IP address.

I have 2 different OU with 2 different GPO.
1 will force the user to use Proxy in internet explorer,
2nd is without the Proxy.

after the configuration, everything went smooth, but if I want to move the
user from OU which GP force to use Proxy to OU without the Proxy setting,
after the policy refresh, the client pc won't automatically clear the
setting, I need to manually clear the IP from the internet explorer in
client pc.
Anyone can advice if this is true?

True. The value tattoo the registry.
If the OU with was configured to disable the Proxy setting, it would probably work.
