Global Address List

When I tried to view the list from the Global List using outlook, no
recipient is listed. Any suggestion? I am using Outlook 2003 and Exchange
2003 enterprise.
 
Generally when I see a blank Global Address list, I suspect two things.

1) Outlook 2003 is configured in cached mode and is currently showing
"disconnected" or "offline" in the lower right hand corner of the window.

2) The site might have implemented a policy to disallow Outlook from
downloading/caching the Offline Address Book. (This is discussed in
http://support.microsoft.com/default.aspx?scid=kb;en-us;823580&sd=RMVP.)

3) someone got creative and tried to change the rights in active directory
and it is stopping clients from seeing the global address list.

So are you running in cached mode? If yes, have you tried turning off
cached mode to see if the results are different? (Right click on the parent
folder that shows your username and select properties. Select Advanced. Go
to the advanced tab to verify if outlook is running in cached mode.)
