Give user right to change IP config

Hallo,
just a simple question: How can I give an ordinary user the right to change
the IP configuration of a network adapter?

The computer is not in a domain, but I do not want everybody to be an admin
on my computer.
Any other suggestions?

If this is XP Pro, make the user a member of the Network Configuration
Operators group. You can manage groups and memberships through Start-->
Run --> LUSRMGR.MSC

This is not available in XP Home Edition.
 
Thanks, that sounds good. But I sometimes wonder where the rights for those
groups are defined. Maybe I would like to create my own group and give it
specific rights.
