domain users group members cannot change their IP address

my domain users cannot change their IP addresses . I add them to the network
configuration operators group then they are member of two groups (domain
users & network configuration operators).

They need to be in the network configuration operators group on their
computer. You can use the command net localgroup "network configuration
operators" while logged onto a computer to see members of that group. ---

if i add them to the power users group then they have power users privilage
and it's not fine !!
