How am I able to get my outlook emails to come up in my laptop with vista?
Is it even possible?

Any error message when you try to send or receive?
Which antivirus are you running?

I only have windows vista. When I bought the lap tap they made a folder
from my old computer when they transfered everything to my lap top, but I
have no idea how to get into it

If you are sure you are using the correct username and password,
one possible cause for that error is account corruption. One thing
you might try as a possible quick fix is to delete that corrupted
account, restart Windows Mail, then recreate that mail account.
If that doesn't fix it, more drastic measures will have to be taken.

As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off the email scanning function does not resolve your problem,
consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.

Email scanning in any antivirus must be disabled, for reasons
explained here:

What I had to do was make a new folder for
the new mail boxs & then copy all the windows mail folders from the
normal store the one & had made & had all my
old Outlook stuff in, Then I had to reopen Mail about 20 times to
get it to see all the older mail from Outlook.
When moving from OutLook to windows mail ?
Big Big Pain in the back end, this is why I never
moved to Vista befor, its pointless for me to have
to wait 3 days for vista to see all my old mail
