Getting lsass.exe application error at boot

when I boot I am not able to log in.
"This application failed to initialize properly (0xc00000033). Click on OK
to terminate the application."
When I click OK or "X", nothing happens. The mouse will move but the
Desktop never shows up. I have to upplug the PC to turn it off. Do
different in Safe Mode.
This is XP Pro ...SP1.
