Getting around a partition

I have both Windows 98 & 2000 (seperated by a partition)
on my laptop. Can I move files/programs from 98 to the
2000 system on the same machine?
 
Files yes, but programs no. Because of the registration process that happens
when you install an application. You'll need to install the applications
again for the new OS
