Get email via POP; can't send via POP

Just got Outlook 2007. Imported files and settings okay via Belkin Easy
Transfer Cable. However, while I can receive email from my Cox ISP (using
pop.west.cox.net with advanced setting 110) , I can no longer SEND email from
Cox (using smtp.west.cox.net with advanced setting of either 25 or 587). I
can go direct to cox.net account and login to send/receive email using my UID
and Password, but that same UID and Password are not working on Outlook.
WHAT GIVES?????
