General Error on printer

I recently changed a printer cartridge on my Epson C86 printer. Suddenly
after this, everytime I want to print I get an error message stating:
'General Error: Delete all printing jobs and turn printer off. After a few
minutes, turn printer back on.' Which I have tried to no avail. Please can
someone help, my printer is now totally inoperable.

Reinstall printer driver software. or contact your printer vendor for
hardware checkup.

I have tried both these things, Epson says it is a Windows operating system
error. I think they are both just passing blame to each other.
