My computer(winxp with IIS) has internet access via
network router and has its own network ip. I want to
access my ftp from other location, I have been trying to
do that for some time, but failed.

Any help would be greatly appreciated.

Your router (I'm assuming it is your IGD) will need to support port
mappings. You will need to map port 21 on the external address to the
internal port 21 of your ICS computer (refer to your routers owner manual).
Once configured external users will uses the routers external IP address and
the router will remap that back to your ICS computer.
