frontpage2002: how to mass add users to a subweb?

Help - our site host has helped to corrupt a members-only part of a site I'm
working on - a bad reload of FPSE2002 - all the security is hosted on the
live site as we didn't have a copy on a local PC. I have an access database
with the equivalent info that I can use to rebuild the security database for
this subweb - because it's a large number of users (over 1500) I obviously
don't want to be doing them one at a time via the FP web interface. Is there
a way to mass import security records via csv or such to speed up this
process?

How is the security on the website accomplished?
If through MS SQL Server or Access database then there are utilities
that will repair or delete/restore the tables using data from Access -
Access is easier since you only have to upload a new database.
The same for MySQL (though I don't know any off hand - never used MySQL)
For text file based database a csv file should suffice, if correctly
formatted.

However, if the security is through the extensions then you are stuck
with the one at a time method - on Windows servers, server accounts have
to be made for each user, and on Unix the passwords are encrypted into
a hidden file - though your host should be able to recover this from
their backups.
