Need to make a subweb an 'application' folder...

I'm trying to upload an ASP.NET 2.0 solution (ST Wiki) to a subweb of my
site. Apparently, I need to set the folder the solution resides in as an
application folder. How do I do this using FrontPage 2003 on a shared host
site.
Subweb = <mydomain>.com\wiki

Also, when I specify the folder of the application in Web.Config, should I
use a complete URL to the subweb or relative server path?
