Frequent time-outs (?) on library Wi-Fi

On the free wi-fi connection at the library I often get "Internet Explorer
cannot display the webpage". AFAICT nothing wrong either with my laptop or
any website - but probably because the routers seem to have very large
latencies as somebody mentioned - some others have this problem too. This
happens at random for any website. Refreshing the page mostly gets
everything working again.

I do not have this problem using free wi-fi at other locations.

Is there some setting in the registry that will increase the time-out
period? And/or what other factors do I need to look into?

This probably has nothing to do with your computer. The issues you are
experiencing are often caused by bad network hardware, too many computers
on one wireless access point, possible misconfiguration of the wireless
router, etc. Nothing that is in your control.
