Freezing while scrolling?

I've just installed a fresh copy of windows xp on my machine w/ SP2. I
downloaded and installed all of the necessary drivers and applications I use.
However, if I try and scroll on any web page, whether I'm using Firefox or
IE, the system locks up. I can reproduce this; everytime I scroll, after a
few lines, the system locks. Has anyone experienced this before?

About a dozen times with various operating systems over the years. Although
it's annoying when tech support people suggest it, the first thing to try is
updating your video drivers to the latest version, obtained from the
hardware maker's site. This has worked for me quite a few times.
 
I updated my drivers, and the system now hangs while windows starts, just
after the sequence with the scrolling blue bar. I can get past that in safe
mode, but not normal bootup.
