freeze on purpose

Hi, my friend is running win98se and by pressing ctrl+alt+l he can make the computer looks like it hangs, no mouse movement and keyboard unless you will key in the correct password that you will unlock the computer back. All programs that are running still runs in background. The screen will show the exact screen before you lock it.
How will i do this win XP??

Windows Key + L

Then set a password to your screensaver: Right click the
Desktop/Properties/Screen Saver tab, look at the options for your Screen
saver and also "On resume, password protect" option.
