Freeware VOB to .WMV or .AVI

Looking for a freeware program to convert my DVD movie
..VOB files to really SMALL 320x240 .wmv or .avi segments. I
know of several commercial programs, but even they have
limitations. Some movies have other languages than English
as the inherent track; so need to be able to capture the
English track in the finished .WMV or .AVI file. Possible?
By the way, I don't think codecs are available to render
..AVI to 320x240 and be as small as .WMV. No?

Virtualdubmod wil convert .vob to avi.
