Could anyone direct me to a free email hosting co. / email host / email
service that will allow me to check my email on my local PC using an
email client such as Mozilla Thunderbird? If they also provide
web-based access that would be nice.

What you're looking for is a free POP (POP3) or IMAP account that also
has web access.
