FP98 - uploading

In FrontPage 98...win98SE

When publishing to my website the FP98 persists in uploading all
pages even if only one or two [or even none] have been changed in
spite of the fact that the 'Publish changed pages only' box is checked.

Help appreciated...

Are you publishing to a server with the FP extensions?
Are you in the same time zone as the server, if the server has the FP
extensions?

Yes and Yes..!

....but while trying to correct this problem I encountered another.

When using the 'Publish FP Web' window to create 'More Webs' I keep
encountering the message 'This operation requires author permission...' that
aks for 'Name' and 'Password' for the target web and none of my usual
login/password combinations [ISP, network logon, etc.] seems to work.

Your host or server admin may need to create the additional subwebs or they
must give the permissions need to be able to create subwebs. With FP you can
not create root webs, only can be created on the server by the host or
admin.

Just found out the webserver is on GMT - I'm on EST...
....does this help..??
