Can't Publish using FP98

I have been using FP98 for some time and never had a problem publishing my
changes. Lately it has become more difficult trying to upload my changes. Now
I keep getting a box saying either:

The server has timed out....or

The server is busy, try again later.

But I tried at least fifty times to get my latest changes published, but it
won't go through. I am a novice at this. Is it a server problem or FP98
programing problem. Am I doing something wrong? Help
