FP2003 - deleted on local NOT deleted on remote when publishing

Hi,

Using FP2003.

In the Remote Web site view, under "Publish all changed pages," the first
button is selected: Local to remote ---->

When I delete a file or folder on my local site, for some reason, the file
or folder on the remote site is not being deleted when I click Publish Web
site. I would expect that using "Local to remote --->" would cause any file
or folder deletion on the local site to be deleted on the remote site, but
that is not happening.

Under File>Publish Site> Publishing, in the General>Changes section, I've
tried both settings, "Determine changes by comparing source and destination
sites," and "Use source file timestamps to determine changes since last
publish."

This problem is new to me. However, I am using a new PC with a recent fresh
install of FP, so perhaps I am missing some setting I used to use.

Do a Publish ALL follow by Publish Changes
- before you start (before opening FP) delete all web cache files in
%APPDATA%\Microsoft\Web Server Extensions\Cache

I think the first one is the default.
