forwarding rule works only once

Hello all. We have some users who are experiencing this problem with
forwarding rules.

For example they set a rule to forward all messages with "test" in the
subject to another internal mailbox. I send them a message with the
word "test" in the subject. It gets forwarded. Then they reply back to
me. Then I reply to their reply. They receive my reply but it doesn't
get forwarded.

However when I set up the same rule using my mailbox and my Outlook,
my rule forwards mail every time. I am on a different Exchange server.

Environment - Exchange 5.5 and Outlook 2000.

What could this be? (I searched on Google and saw a bunch of people
posting the same question but didn't find any [credible] answers)

Automatic forwarding to the Internet is disabled since Exchange 5.5 SP4 as a
secure default. If you want to use it again you must enable it. See the
documentation of Exchange 5.5 to find the option or ask in an Exchange
newsgroup where you can find it (I don't have it by hand at the moment)
