forms upload problem

hi and thanks for helping.

on my web site i have a form with an upload flied. The form does not work if
I allow user to see the page. If i put the permission to off for this page
then users require a user name and password. That is not what I dont want to
do.

i need people to view it and upload to me .doc and .Jpegs for example all
the properties work fine when I put in the webmaster and password, files are
saved and I am emailed the info, but if when I allow any user to see the page
it does not work.

Any thing I am doing wrong, can someone help.
