Formatting Toolbar

When creating a new message, the formatting tool bar (which allows me to
easily change font size, colour, etc. in an HTML message) was always "on."
Now it seems to be always "off." I know how to turn it back on, in View >
Toolbars > Formatting.

But it doesn't stay "on." Is there a setting somewhere that I can tell
Outlook 2003 that I'd like the formatting tool bar to stay on permanently?
I've looked, but can't find it. Thanks!

Try following:

Close Outlook and search on your system for the file "outcmd.dat" and
rename it. Outlook will rebuild the file after the next start.

When your message is in plain text (as in replying to a plain text message)
the Formatting toolbar is unavailable.
