Lock the Toolbars

In Outlook 2003, when a new message is created, I have a few tool bars. Some
toolbars are above the address section and some are below it. I want to line
them all up in order on the top, above the address boxes. I can do this by
using the toolbar anchors and moving them up, but when I close the message or
send the message, the toolbars reset back to the way they were
origionaly--they don't ever stay where I anchored them to at the top. Is
there a way I can lock them in place so all my toolbars are always at the top?

No, you can't lock them. normally they will stay where you put them unless
you use an addin that adds toolbars - acrobat and bcm are the most common.
