Format toolbar no longer a selection option. How do I restore?

The format tool bar did not display when I started Outlook this morning.
When I opened the view toolbar window, formatting is no longer displayed as
an option. Does anyone know what to do to repair this problem? Incase I am
not looking for the correct toolbar, the toolbar had the "SPAM" buttons on
it. Per the troubleshooting instructions I should have a formatting tool bar
to select and do not so I am assuming that is the one that has disappeared.
If I am in error then there may be more that went south! Please help!

I saw the posting to rename or delete the outcmd.dat file and tried this but
it did not work. The format option is still not available.

Outlook doesn't have any toolbars with "SPAM" buttons on them...are you sure
you don't have some other junk mail filtering tool working with Outlook?

It may have been a link from Norton Utilities that provided the button. In
any event what happened to the format toolbar? I followed the instructions
to shutdown Outlook, delete outcmd.dat, then restart Outlook. Still not
format toolbar.

Did you go into Customize for the toolbars? Do you see it listed there?

Also...what version of Outlook are you using? And are you talking about the
Advanced toolbar in the main Outlook window? Not sure if we are thinking of
the same toolbar...are you running an English version of Outlook?

The format toolbar is not in customize either.

The version of Outlook is:

Microsoft Office Outlook 2003 (11.8118.8132) SP2
Part of Microsoft Office Professional 2003
Product Id: 70145-745-1336366-57379

I am focusing on the "Format" toolbar as that was the thread I found earlier
discussing a missing toolbar. Those threads mentioned deleting the
outcmd.dat file and the toolbar would return. I have not had the same
success. As for the "SPAM" button I believe it may have been installed
through a link to Norton AntiSPAM which also created a folder named "Norton
AntiSpam Folder". The folder is still present but the toolbar with the SPAM
button is gone as well as any reference to a "Format" toolbar. IF the link
is what needs to be restored then I need that information also.

Outcmd.dat contains customization information for any toolbars that are built
into Outlook or that you create for yourself from within Outlook. It does
not hold any information for toolbars created by 3rd party applications such
as Norton AntiSPAM. I am still not clear on what you are asking. When you
say "format toolbar", are you referring to a toolbar with the name of
"Format", or are you saying that you are not able to customize any of the
toolbars?

Brian Tillman provided the instructions to reset by deleting outcmd.dat

Provided me with instructs to reset Norton AntiSpam but they didn't work
either.

Something happened with the last automatic update from HP/Microsoft that
caused the buttons to go away. Why is Microsoft messing with XP to make it
more like Vista? If the next automatic update excludes my Universal laser
driver then who is going to compensate me for lost revenue? Universal and
several other vendors I depend on DO NOT have drivers that work with Vista.
I'm already out several hours dealing with this problem. Will Bill Gates
cover my hourly rate for loss? I don't think so!

The Format toolbar should be available on any new message you create, but
grayed out if that message is Plain Text. It won't be available on, say,
the mail Inbox window. Where are you looking to expect to see it?

I've learned from another thread that what I thought was a format toolbar is
actually a toolbar with Norton AntiSpam controls. This tool bar disappeared
shortly after a Microsoft/HP automatic update. I have not been able to
restore the controls following instructions in teh other threads. I've also
contacted Symantec per another MVP saying that Microsoft has no
responsibility for failure of 3rd party add-ons. Per Symantec, I have
uninstalled their add-in and reinstalled it but no change has occurred in
Outlook. I still do not have the toolbar nor can I find where the controls
are to bring it up. Symantec syas that if this doesn't work then it is a
Microsoft proble. Now I am in the middle where both software vendors are
pointing fingers at the other and no one is offering a solution or willing to
acknowledge the problem.
