How do I stop the Control Toolbar from popping up?

When I open email messages, a floating Control Toolbar pops up. I can turn it
off, but if I close the message and open it again, the toolbar is back. This
only happens with certain messages -- from what I can tell, the affected
messages are all in Rich Text (versus HTML or Plain Text) format. I tried
playing around with the options and settings and cannot figure out how to
permanently turn off the Control Toolbox. Can someone please help me?
 
Using Word as the email editor? Turn it off in Word when Outlook is closed.
 
Thank you!! I couldn't find where to turn it off in Word, but I found
instructions in Word for turning it off in Outlook. And it worked! You have
saved my sanity. :)
