Control Toolbox keeps on appearing

Outlook 2003

The control toolbox keeps on appearing for one of our users when she opens
an email sent by someone who had Word ticked as their mail editor.
The user also has Word ticked for reading messages sent in RTF format.
Everytime she opens a message sent in this format, the control toolbox
appears. She can close it, but it re-appears again when opening the mail.
I don't just want to uncheck the box for "Use Microsoft Word 2003 to read
Rich Text email messages".
Is there any other solution, or a registry tweak I can do to stop this
annoying box from appearing?

I should also add that the users in the organisation have the option "Use
Microsoft Word 2003 to read Rich Text email messages" checked by policy so
they cannot uncheck it.
The toobar does not appear in any other Office application, only when
opening certain emails.
I believe that it can be switched off in Outlook through MS word - but can
someone please advise me how to do this. Is there a setting somewhere in Word?

Does the toolbox open if she opens word? Close Outlook, disable the toolbox
in Word and then close Word. It should be gone when you reopen outlook.

Diane, the toolbox does not open when she opens word, only certain emails.
