Formating a NTSC Firewire/USB 2.0 External HD to a FAT32

I need to format my Firewire/USB2 external HD to a FAT32.
It is currently a NTFS, and I need it a fat32.

How can I do this In WinXP? Even a crude way of doing it
would be fine.

If it is over 32gb in size, you will have to delete the current
partition(s), then reformat it.... and in partition sizes of less than 32gb
per partition.
