format

why can't i format my c: drive evrytime i click on format
it tell me that i have to close all disk uitily and i
have none running that i am aware of going when go throw
control panel and adm. and i click on c: it does not have
format listed as a choice

I'm not actually sure where your doing this, is it in disk mangement which
you can get to by

start/run
diskmgmt.msc

You cant format the partition which contains windows xp while the system is
running.
If your system partition which is what the system boots from, and contains
the boot.ini ntldr and ntdetect.com in not the same as the xp partition, you
cant format that one either,
Look in disk management for the partitions labelled Boot and System, neither
are formattable while the system is running.

You are not allowed to format the drive that contains the operating system.
To do so (while using Windows) would be similar to cutting a diving board in
two while you were standing on the end of it. Not a good thing to do!
