format problem

I am trying to format my 30GB HD, but I am getting the following error
message when I try to format c:

Format cannot run because the volume is in use by another process. Format
may run if this volume is dismounted first
ALL OPENED HANDLES TO THIS VOLUME WOULD THEN BE INVALID.
Would you like to force a dismount on this volume? (Y/N) y
Cannot lock the drive. The volume is still in use.

I have tried Format c: /x but still will not work.
Anyone know what I am doing wrong, or is there a way to physically wipe the
HDD clean without damaging it?

Sounds like you are running the operating system from the drive you want
to format. Windows 2000 does not like to saw off the branch that it is
sitting on. Boot from the Windows 2000 CD and then you may choose to
format the drive.
